In 2008 VW announced they would build the U.S.-spec Jetta in Tennessee as well as a Passat replacement (the NMS). It was revealed by VW at the same time they announced Chattanooga as the home of the plant, instead of sites in Alabama and Michigan.

Your concern is valid, but you do not mention one critical point: the headline is 100% accurate. One of the conditions of the new loan is to prove that the company making the application has a strong possibility of still being alive for the entire 25-year of the loan. There are many who would argue that GM and Chrysler, who have an enormous outstanding debt, are endangered corporations that should not be entitled to more loans from a government body.

It's a tad early in the development of the electric car to condemn the whole process, right? Besides, the lightning-fast acceleration available with electric motors is surely worth some credit. And don't forget about Shelby's rumored Ultimate AERO EV with a 208 mph top speed...
