I believe the road was closed for those few attempts. Of course it would be stupid to drive that fast on open public road, but since it was only endangering the guys filming the video and the driver, I don't see the problem. Don't forget it's USA, every petrolheads haven, closing remote road for a few minutes is not a big problem ;)
