The Engines that won lemans are 3.7 V6 and 5.5l V12, with aprox 530hp and 650hp (qualify trim, 10% less in the race)...
Wich is acceptable for a diesel, but I remember that the Porsche 917 from the 1970's had a 5.4L V12 that did up to 1580hp... But back then, petrol engines werent restricted to let diesels and hybrids win, like they do today ;)

The restriction you're talking about is when they downsized diesels from 5.5 V12 to 3.7L V6, and petrol, the max you can have is 2.0 turbo, half the size... that's why diesels win
