I thought the European Unions or car makers had an agreement not to put the rear spare wheel at the back of the car for rear collision safety?

It is quite dangerous, imagining the wheel might just disconnected and hit the windscreen of the car behind or it might just flew out of control on the streets and that is not a joke. Car makers like Land Rover's Freelander, Discovery, Honda CR-V, to name a few has repositioned the spare wheel underneath the car instead.
