Interesting, I thought the testing ban is a rule enforced by the FIA, rather than FOTA. Also, even though I'd allow Schumacher to give the F60 a test if it was up to me, I do feel it's only fair then to also give Jaime Alguersuari some testing time as he's never driven his car before his debut race.

Completely agree. Michael Schumacher is my all time favorite driver but Jaime Alguersuari should also get a chance to test during the break. The testing ban is a very stupid idea, testing should be permitted as long as the team makes arrangements for which track to use and such. I thought the rule was FIA's as well.

The purpose of the testing ban was for cost-cutting but it does complicate matters during the season when drivers have to be replaced. However, under current rules I could see making an exception for Schumacher but not for Alguesuari since Schumi is stepping in in an emergency situation while Alguesauri is replacing a fired driver (not an emergency situation) - Bordais didn't have to be let go until the end of the season.

the issue would be teams intentionally debuting drivers during testing bans as strategy to test new components...

I kinda have to agree! don't get me wrong, schumi coming back is probably the best news i've heard so far this year and i'm a huge fan of his. But him testing would not be fair to alguersuari who never got a chance to test neither

In my humble opinion, the circumstances are quite different. STR had a perfectly good driver (i.e. fit and well to drive) in Sebastien Bourdais, so there wasn't any good reason to ask to let Jaime test the car.
But for Ferrari's case, they have lost a driver due to an unfortunate injury, therefore the case for letting a new driver do some test mileage in the car to me is perfectly justifiable.
I admit I am a little bias though as I am a really big Schuey fan. You've gotta respect him for what he's achieve in F1.

Schumacher shouldn't be allowed a test drive. What people seem to be forgetting is that Ferrari have two test drivers that have driven the F60, so they could put a driver experienced with the car on the track if they desired. They shouldn't get special treatment because they've chosen not to.
