I am not sure what relevance the elapsed time has - an offence is an offence, whenever committed (provided it was an offence under law at the time).
We'll see what comes of this. It's quite likely that the government is just showing they are doing something and that the SFO will return to say the government did all it could. And if there is evidence of wrongdoing the government will sit on it until after the general election, when they will be out anyway.
