It's a dummy. I've seen it standing in the Top Gear office on another BBC show.

Some may say he can drive blindfolded ... Some may say he can drive on water ... Some may say he will be the next F1 world champion ... but I say someone has missed a commercial opportunity by failing to produce an inflatable STIG so we can have him in every google earth street view photo world wide !!!
